PCSing to Hawaii with Pets

Jasmine Bell February 27, 2024

Dear Pet Owners,
Are you planning to bring your furry friend to Hawaii? Whether you're relocating or just visiting, it's important to be aware of the requirements for bringing pets into the state. Hawaii's unique ecosystem is fragile, so the Department of Agriculture has strict guidelines to prevent the introduction of pests and diseases. Here's a checklist to help you prepare for Direct Airport Release (DAR) or the 5 Day Or Less Program:
Step 1: Planning

  • Ensure your pet has had at least two rabies vaccinations, with the most recent one administered more than 30 days before arrival in Hawaii.
  • Check that the rabies vaccine's licensed booster interval listed on the manufacturer's label has not been exceeded.
  • Have your veterinarian scan the microchip to verify it is working and the number is correct.

Step 2: Microchip

  • Your pet must have an electronic microchip implanted before the FAVN rabies antibody blood test is performed.

Step 3: Rabies Vaccinations

  • Perform the FAVN Rabies Antibody Test at an approved lab (Auburn University, Kansas State University, or the DOD Food Analysis and Diagnostic Laboratory).
  • The test result must be greater than or equal to 0.5 IU/ml.
  • Wait at least 30 days after the successful blood test result before arriving in Hawaii.

Step 4: Submitting Documents

  • Complete the Dog & Cat Import Form AQS-279.
  • Provide original certificates for two rabies vaccinations.
  • Obtain an original health certificate within 14 days of arrival in Hawaii, including tick treatment information.
  • Send all documents to the Animal Quarantine Station more than 10 days before arrival in Honolulu.

Step 5: Waiting Period

  • Arriving before the 30-day waiting period has elapsed will disqualify your pet from the 5 Day Or Less quarantine program and direct airport release.

Step 6: Other

  • Arrange for your pet to arrive at the Airport Animal Quarantine Holding Facility at Daniel K. Inouye International Airport in Honolulu during normal inspection hours.
  • Contact the facility if you cannot pick up your pet the day it arrives.
  • Ensure your pet is secured in its flight carrier when picked up from the facility.
  • Notify the Animal Quarantine Station prior to arrival and meet all requirements each time your pet enters or returns to Hawaii.

For more detailed information and additional forms, visit the Hawaii Department of Agriculture's Animal Quarantine Information Page at hdoa.hawaii.gov/ai/aqs-info. Remember, failure to comply with these requirements may result in quarantine for your pet, so make sure to plan ahead and follow the checklist carefully.
We hope this information helps you prepare for a smooth and stress-free arrival for your beloved pet in Hawaii!
